ANÁLISE PARA VIABILIDADE DE UMA AEROTROPOLE: APLICAÇAO PARA SUBSIDIAR DECISOES NO CENÁRIO DO AEROPORTO INTERNACIONAL DE FORTALEZA/CE

Abstract

The Aerotropolis consists of a multimodal commercial center, centered from the airport and that influences its surroundings with aviation-related businesses. It is observed the great relevance of non-aeronautical revenues in the context of privatized airports, being a propitious environment to the implantation of the model of an Aerotropolis. The objective is to analyze the feasibility of implementing an Aerotropolis in privatized airports, taking as a case study the Fortaleza International Airport / CE. The Data Envelopment Analysis (DEA) technique was used which, as well as other techniques, allows the achievement of targets for improving the indexes of the analyzed variables, being these variables: number of airlines operating at the airport, total size of the airport site, passenger movement paid (2018), aircraft handling - landings and takeoffs (2018) and non-aeronautical revenues (2018). It is intended to fill a gap in the existing literature on the lack of use of the DEA technique to analyze the feasibility of implementing an Aerotropolis in privatized airports. The variables are related to the fundamental criteria of a Master Plan for the implementation of an Aerotropolis. Two scenarios are analyzed: I - entrances: the number of airlines operating at the airport and the total size of the airport site; exits: movement of paid passengers (2018), movement of aircraft - landings, takeoffs (2018); II - entrance: total size of the airport site; exits: movement of paid passengers (2018), movement of aircraft - landings, takeoffs (2018) and total value of non-aeronautical revenues (2018). The results indicate that the relative efficiency of the International Airport of Fortaleza / CE in Scenario 1 is 93.97%, being more efficient than Scenario 2, which presented a percentage of 71.7; the average of the results is 82.84%. Specific strategic interventions will be necessary if the implementation of the Aerotropolis is foreseen in this scenario.
