SEGURANÇA E PRODUÇÃO NO GROUND HANDLING EM AEROPORTOS: UMA ABORDAGEM POR MEIO DO DESIGN THINKING

Abstract

SAFETY IN GROUND OPERATIONS HAS HISTORICALLY BEEN ADDRESSED AS PRIMARY RESPONSIBILITY OF AIRPORT AND AIR OPERATORS, SUBJECT TO REGULATION, AND INDIRECTLY TO OUTSOURCED ORGANIZATIONS, TYPICALLY GROUND HANDLING SERVICE PROVIDERS. HIGH RATES OF APRON INCIDENTS AND ACCIDENTS HAVE LED TO A PARADIGM SHIFT: INTERNATIONAL ORGANIZATIONS AND NATIONAL AVIATION AUTHORITIES, DEMANDED BY THE INDUSTRY, ARE INCLINED TO IMPOSE DIRECT REGULATION AND OVERSIGHT ON THESE PROVIDERS. HOWEVER, THE BELIEF THAT MORE RULES, PRESCRIPTIVENESS AND DIRECT STATE OVERSIGHT WOULD LEAD TO BETTER RESULTS IS QUESTIONABLE, ALBEIT CERTAINLY BURDENSOME. THIS PAPER PRESENTS THE UNDERLYING CONCEPTS OF AN ONGOING RESEARCH, ALTERNATIVELY APPROACHING THE SAFETY AND PRODUCTION DILEMMA IN AIRPORT GROUND HANDLING THROUGH THE DESIGN THINKING’S ABDUCTIVE REASONING AND FRAME CREATION. STARTING FROM A SYSTEMATIC REVIEW OF THE LITERATURE, QUESTIONING HOW TO SIMULTANEOUSLY DELIVER SAFE AND EFFICIENT GROUND OPERATIONS AS VALUES, AN ORGANIZATIONAL FRAME WAS CREATED, PARAPHRASING AIRPORT GROUND OPERATIONS WITH THE “FACTORY FLOOR” IN THE MANUFACTURING. THE WORKING PRINCIPLE OF THIS FORMULATION FOLLOWED SUCCESSFUL EXAMPLES IN THAT INDUSTRY, BASED ON THE FUNDAMENTALS OF SOCIOTECHNICAL DESIGN AND SEMI-AUTONOMOUS GROUPS, AS FOUND IN THE REVIEWED LITERATURE. THE PROPOSED FRAME SEEMS TO BE CONCEPTUALLY PROMISING TO ADDRESS APRON ACCIDENTS AND INCIDENTS MAIN CONTRIBUTING FACTORS, ACCORDING TO THE LITERATURE: (A) POOR COMMUNICATION BETWEEN TEAMS AND SHIFTS; (B) ON-TIME PERFORMANCE PRESSURE; (C) LACK OF SUPERVISION, AND ABSENCE OF OR NON-COMPLIANCE WITH STANDARD OPERATING PROCEDURES. THE FRAME’S VALUE PROPOSITION IS THEORETICALLY ABLE TO DELIVER: (I) EASIER COMMUNICATION BETWEEN WORKERS, IMPROVING SAFETY; (II) GREATER SPEED TO SOLVE PROBLEMS, RELIEVING TURNAROUND SCHEDULES PRESSURE; AND (III) MAKE UP FOR TEAM SUPERVISION AND COMPLIANCE WITH OPERATING PROCEDURES, BACKING A COGNITIVE COMPROMISE BETWEEN SAFETY AND PRODUCTION. ACTION RESEARCH WILL BE CONDUCTED NEXT, AIMING TO IMPLEMENT THE PROPOSED WORK ORGANIZATION ARRANGEMENT IN A GROUND HANDLING SERVICE PROVIDER, FOLLOWED BY QUANTITATIVE VALIDATION, THROUGH SAFETY AND PRODUCTION PERFORMANCE INDICATORS.
